Assam Rifles nabs UPDF cadre
ITANAGAR, May 1: Assam Rifles apprehended an active cadre of United People’s Democratic Front (UPDF) from Manbum Reserve Forest area and destroyed his hideout recently. Recently, four cadres of the outfit were apprehended by Army from Maitri village under Diyun Police Station, Changlang district. The apprehended cadres divulged valuable information regarding the hideouts of the outfit and its cadres during preliminary interrogation.

with Army and Police in Manbum Reserve Forest which led to apprehension of the cadre,
who is identified as Ananda Bijay Chakma alias Suraj Joys Ape, 25, a resident of

Governor pays homage to Late Khandu
ITANAGAR, May 1: On the first death anniversary of Late Chief Minister Dorjee Khandu, Governor General (Retired) J J Singh has extended his heartfelt solidarity to the family members of the departed leader and remembered the contributions of Late Khandu for the development of the state.
“He was a true son of the soil and a patriot to the core. The best way to remember him would be to carry on the developmental works Khandu had initiated in the State” the Governor said in a condolence message.

Bhaishakhi celebrated at NERIST
ITANAGAR, May 1: The Bengali students and staffs of North Eastern Regional Institute of Science (NERIST) celebrated “Baishakhi” yesterday with much pomp and gaiety inside the institute campus.
Addressing the large number of gathering of students and faculty members, NERIST director Prof. Dipankar Pal said the celebration of different festival in the campus promotes brotherhood among different communities. He congratulated the Bengali community of NERIST for their selfless service to the over all development of the institution.
Describing the NERIST as mini India AAPSU President Takam Tatung reminded the students that they are the role model of the younger generation of the state in particular and country as whole. He exhorted them to maintain the legacy intact. He also called upon the faculties of NERIST not to indulge in petty politics which severely hamper the growth of the institute.

TB awareness prog
Ruksin, May 1: Health Awareness Programme for Community leaders on TB was held at Ngorlung village, organized by Health and Development ABU NGO.
Debing and Ngorlung villages have highest numbers of TB cases in East Siang district. One of the main reasons cited for spread of TB is presence of migrant labours. Their detection and cure is difficult as they move from one village to another, said a release by the NGO.
Coordinator of ABU NGO Khansing Chamroy underscored the importance of involvement of community leaders to prevent TB. He said that TB is curable with DOTS medicine and one of the goals of the UN Millennium Development Goal is reduction of TB infections.
ZPM Tonggeng Panyang and Anchal Chairperson 7th Ruksin Anchal Samity Block Ojing Aje said that community leaders will fully support all activities to prevent TB from further spreading.
ACCUYA stages dharna
ITANAGAR, May 1: The members of All Capital Complex Unemployed Youth Association and shopkeepers jointly staged a peaceful dharna at Naharlagun market today in protest against the failure of the administration to protect the interest of the shopkeepers.
In a release today, the Union said that the Capital district administration did not pay any heed to its representation submitted on April 24 for restoration of footpath and drainage system besides solving the problems of small vendors.
However, the ADM cum chief estate officer Talo Potom and other administrave officers rushed to the dharna site and assured the agitators to look into their grievances, the union said.
Alleging that the present Naharlagun Bazaar Welfare Committee failed to perform up to the satisfaction, the protestors demanded fresh BWC election.

Violators of the resolution will be viewed seriously and person, who directly approaches court of justice defying the association’s resolution will be imposed penalty. AAPBSU opposes ABK, AdiSU move
ITANAGAR, May 1: All Arunachal Pradesh Border Student’s Union (AAPBSU) has appealed to both ABK and AdiSU to drop its demand for recognition of Arunachal Mishing tribe as Adis.
Supporting the objection raised by All Arunachal Pradesh Students Union to the demands of ABK and AdiSU, the AAPBSU said it is not agree with the demand of the ABK. The Mishing tribe has already got ST status in Assam and therefore granting them ST status in Arunachal does not arise, it said.
Before raising such demand, ABK and AdiSU should think about the indigenous people of the state and growing unemployment problems, AAPBSU said.

ITANAGAR, May 1: Adi Baane Kebang (ABK) approved the creation of new Banggo, called Kundung Banggo during the Adi GBs convention held at Doying Gumin Hall Pasighat on April 26. of dignity of labour on the occasion of International Labour Day celebration at Solung-
Acknowledging the contributions of workers in nation building, Tuki advised them to have respect on their own profession through which they earn their livelihood. People of the state are still hesitant to choose profession like sweeper, cleaner, cobbler, barber etc., may be due to social taboo, Tuki said and exhorted the people of the state to change their mindset and show courage to go for such profession. “You have to learn everything good you can possible to survive in today’s world,” the chief minister said while recalling his days that he too started as a casual worker. He said he never felt bad or inferior to anyone.

PRI leaders demand sharing of forest royalty

RUKSIN, May 1: The members of Panchayati Raj Institutions (PRIs) of Ruksin block in East Siang have demanded the state government for early devolution of power so enable them to levy at least 10 percent royalty on mining and forest products.
The PRI members led by Ruksin ZPM Tonggeng Panyang observed that the region is abundant in natural resources like minerals and forest wealth, which is being misused incurring heavy losses every year. The PRI leaders therefore, desire devolution of power for levying at least 10 percent royalty on such products, he said.

Aalo, May 1 : Deputy Commissioner West Siang Amjad Tak has been transferred to MCD New Delhi.
Tak served the district for more than three years making him the longest serving DC in West Siang.
Tak has done a yeoman service for the development of the district in spite of many hurdles/problems faced by him in the district. A few example of the services are the renovation and extension of DCs Office building, said an official release. Hydro power versus the people
Dear Editor,
The prime motivator for Indian masses during the freedom movement was to overthrow
a regime which tyrannically subjugated the wishes of Indian people and severely exploited
Indian resources for the sole of benefit of British people only. But very sadly,
the Central government and state government are again playing the same role of colonial
regime in the state of Arunachal Pradesh to exploit 50,000 MW of hydro potential
by forceful subjugation of popular wishes of the local populace and in total ignorance
of threat to safety, security and existence of millions of people living along major
tributaries and distributaries of mighty Brahmaputra in Arunachal Pradesh, Assam
and downstream. The governments should immediately stop and review all those economic
policies and programmes especially the hydro power policies and projects which are
not acceptable to the sections of people in the state and neighbouring states of
Assam. Forceful, arrogant and stubborn way of thrusting short sighted and visionless
economic policies and programmes shall only push the frustrated masses into way of
extremism, terrorism, insurgency and for which the Government of India and the Government
of Arunachal Pradesh will be solely responsible and especially the Indian National
Congress party and its governments. The political head in the state lead by Nabam
Tuki, Chief Minister should and must understand the feeling and pulse of the affected
people of all proposed mega hydro power projects where there is opposition from the
local populace. Today, when countries around the globe are crying and working hard
for sustainable development, it just makes no sense why Arunachal Pradesh should
be going for sociologically, culturally, demographically, economically and environmentally
disastrous, unsustainable and suicidal activities like building of mega hydro projects
in a region that is classified geologically under Zone-
The Congress ruled central government and the state government should immediately
revoke all the MOU’s/ MOA’s signed with power developers for proposed mega hydro
projects where there is local opposition and they should enter into talks with the
opposing parties concerned. And if the Congress government in the state remains adamant
to ignore genuine grievances and popular demands of the proposed mega dams affected
people then, the victimised masses should resolve among them and see to it that all
the pro-
To earn revenue for the state, the governments can go for micro and mini hydro projects which are more sustainable and relatively safer to a very greater degree. Besides hydro projects, the state with a very good climatic condition can generate huge revenue in various sectors like Agriculture, Horticulture, Tourism, etc in a tremendous way. Cultivation and processing of Tea, Rubber, Bamboo, Orange, Ginger, Pine Apple, Kiwi, Apple, Potato, Maize, and Rice, to name a few has scope for growth in leaps and bounds. The hilly state with an area of 83,743 Sq Km is the largest in the northeast region and potential for growth in the above said sectors and areas are huge and unlimited. If the leadership in the central and state governments are really concerned about revenue generation in the state, then they should evolve beyond their tunnel vision to look only and only Mega Hydro Projects and look for other more sustainable and healthier sectors and areas of economic activity.
The recent stopping of attempted public hearing for the proposed 2700MW Lower Siang
Hydro Electric Project (LSHEP) is a hallmark of greatness of the people who aspires
for sustainable development in the state and at the same time who are fighting it
out to assure healthy and harmonious existence of all people within the state and
down streams of all major rivers in the state where large numbers of mega hydro projects
are proposed. Hats off to all those sections of Adi and Galo people who fought it
out successfully to stop the said public event in their endeavour to ensure that
the safety and security of lives and properties of millions of people settling along
banks of major tributaries of mighty Brahmaputra and down streams. But during the
course of these mass movements, what is bewildering and confusing is that, when some
sections of Adi and Galo people were fighting hard to secure safety and security
of present and upcoming generations of huge section of populace, the apex organisations
of the two communities namely, Adi Baane Kebang(ABK) and Galo Welfare Society(GWS)
were prominently absent. These two apex welfare organisations have fundamental duty
and moral obligation to work towards ensuring holistic welfare of their people. But
in this case, they were starkly absent, why? Of course I know the ABK & GWS are welfare
organisations registered under the Societies Registration Act and they cannot indulge
into any activity which is against the policies of the governments. The leaders and
executive members of these two organisations have no spine in them to stand up to
the governments and tell that the welfare and popular demands of their communities
are against construction of these disastrous proposed mega hydros even though they
are mandated because of their official positions to do so. Hence, the need of time
for Adi, Galo, Bori, Bokar, Pailibo, Ramo & other communities is to further strengthen
the already revived apex traditional council called as Bogum Bokang Kebang which
have repository of powers over territory and people of these communities as per prevailing
customary and traditional rules and practices that been practised over the centuries.

All the likeminded organisations within Arunachal Pradesh, Assam or outside should join hands within one umbrella and fight tooth and nail to stop these Mega Hydro Bombs from being planted by the visionless and short sighted governments which are bound to exterminate the people in future.

True development is uplift of the rural area
Dear Editor,
With reference to the news on weeklong celebration of World Veterinary Day dated 30th April, as an ex President of Arunachal Pradesh State Veterinary Council, I extend my warm greetings and best wishes to all the Veterinarians of the state for making this day a grand success. Our existence truly depends on fulfilling the aspirations of our farmers whose contribution and sacrifice in uplifting rural economy of Arunachal cannot be ignored.
We should remember that prosperity of India is primarily prosperity of the people living in villages. Let us remember our father of the nation Mahatma Gandhi who said “The blood of the villages is cement with which the edifice of the city is based. I want this blood that is today inflating the arteries of the cities to run once again in the blood vessels of the villages”. Therefore, any strategy to be implemented in the field of rural development cannot be real and complete unless it takes into consideration the total upliftment of the people living in rural areas.
