Assam Rifles nabs UPDF cadre

ITANAGAR, May 1: Assam Rifles apprehended an active cadre of United People’s Democratic Front (UPDF) from Manbum Reserve Forest area and destroyed his hideout recently.  Recently, four cadres of the outfit were apprehended by Army from Maitri village under Diyun Police Station, Changlang district. The apprehended cadres divulged valuable information regarding the hideouts of the outfit and its cadres during preliminary interrogation.

Based on this intelligence inputs, the Assam Rifles conducted a joint operation along with Army and Police in Manbum Reserve Forest which led to apprehension of the cadre, who is identified as Ananda Bijay Chakma alias Suraj Joys Ape, 25, a resident of Nongthaw Nala, Diyun. The UPDF cadre was allegedly involved in extortion, kidnapping and other illegal activities in the area, Officer In-charge of Diyun Police Station informed.

 

Governor pays homage to Late Khandu

ITANAGAR, May 1: On the first death anniversary of Late Chief Minister Dorjee Khandu, Governor General (Retired) J J Singh has extended his heartfelt solidarity to the family members of the departed leader and remembered  the  contributions of Late Khandu for the development of the state.

“He was a true son of the soil and a patriot to the core. The best way to remember him would be to carry on the developmental works Khandu had initiated in the State” the Governor said in a condolence message.

Along with the rest of state Indigenous Faith and Culture Society of Arunachal Pradesh (IFCSAP) and Confederation of Service Association of Arunachal Pradesh (CoSAAP) remembered the former Chief Minister late Dorjee Khandu who died in chopper crash on April 30, 2011. IFCSAP described late Khandu as man of guiding force for preservation and promotion of rich cultural heritage and religion.

Meanwhile, CoSAAP described him as man of commitment, straightforward and kind hearted. Further, Association hoped that family members of a great man would carry forward the legacy which he left for the entire family and the state.

 

Bhaishakhi celebrated at NERIST

ITANAGAR, May 1: The Bengali students and staffs of North Eastern Regional Institute of Science (NERIST) celebrated “Baishakhi” yesterday with much pomp and gaiety inside the institute campus.

Addressing the large number of gathering of students and faculty members, NERIST director Prof. Dipankar Pal said the celebration of different festival in the campus promotes brotherhood among different communities. He congratulated the Bengali community of NERIST for their selfless service to the over all development of the institution.

Describing the NERIST as mini India AAPSU President Takam Tatung reminded the students that they are the role model of the younger generation of the state in particular and country as whole. He exhorted them to maintain the legacy intact. He also called upon the faculties of NERIST not to indulge in petty politics which severely hamper the growth of the institute.

Taking a cue from the past experiences; he said campus politics have retarded the growth of the renowned institute of the region.

The celebration reached its frenzy when singer Amit Paul, Indian Idol finalist belted out numerous Hindi & Bengali song in accordance with demands of the festival onlookers.

The other highlight of the celebration was the release of Baishakhi souvenir “UJJAYANTA” jointly by Takam Tatung and singer Amit Paul.

 

TB awareness prog

Ruksin, May 1: Health Awareness Programme for Community leaders on TB was held at Ngorlung village, organized by Health and Development ABU NGO.

Debing and Ngorlung villages have highest numbers of TB cases in East Siang district. One of the main reasons cited for spread of TB is presence of migrant labours. Their detection and cure is difficult as they move from one village to another, said a release by the NGO.

Coordinator of ABU NGO Khansing Chamroy underscored the importance of involvement of community leaders to prevent TB. He said that TB is curable with DOTS medicine and one of the goals of the UN Millennium Development Goal is reduction of TB infections.

ZPM Tonggeng Panyang and Anchal Chairperson 7th Ruksin Anchal Samity Block Ojing Aje said that community leaders will fully support all activities to prevent TB from further spreading.

 

ACCUYA stages dharna

ITANAGAR, May 1: The members of All Capital Complex Unemployed Youth Association and shopkeepers jointly staged a peaceful dharna at Naharlagun market today in protest against the failure of the administration to protect the interest of the shopkeepers.

In a release today, the Union said that the Capital district administration did not pay any heed to its representation submitted on April 24 for restoration of footpath and drainage system besides solving the problems of small vendors.

However, the ADM cum chief estate officer Talo Potom and other administrave officers rushed to the dharna site and assured the agitators to look into their grievances, the union said.

Alleging that the present Naharlagun Bazaar Welfare Committee failed to perform up to the satisfaction, the protestors demanded fresh BWC election.

 

Unofficial use of red-coat banned

ITANAGAR, May 1: In order to regulate themselves at village level, All Chetam Circle Gaon Burah Association in its meeting held at Daporijo on April 18 had resolved to impose penalty of Rs 1000 on Gaon Burahs who wear their red coat unofficially. It was resolved in the meeting  that village level cases should be resolved by GBs within block level. Violators of the resolution will be viewed seriously and person, who directly approaches court of justice defying the association’s resolution will be imposed penalty. Further it strictly banned  hunting and fishing by using explosives, generator and bleaching in the area.

 

Association submits memo

ITANAGAR, May 1: In its representation to the deputy commissioner Upper Subansiri today, All Upper Subansiri Diploma in Elementary Education Association (AUSDEEdA) sought 100 per cent reservation for Diet trained candidates on the vacant post of Sarva Shiksha Abiyan teachers. It also demanded for immediate advertisement against the existing vacant posts as per the norms of National Council for Teachers’ Education. Further, the association appealed to the authority concerned to stop illegal appointment in the district. It said individual appointment should not be encouraged.

 

Faculty development programme

ITANAGAR, May 1: A five days faculty development program on Research Issues and Prospects in Computer Science and Information Technology was inaugurated by Prof. H S Yadav, Director in-charge NERIST at the department of computer science and engineering. The programme is sponsored by TEQIP unit of NERIST. Faculty members of NERIST and other colleges are attending the program which will continue till May 5.

 

AAPBSU opposes ABK, AdiSU move

ITANAGAR, May 1: All Arunachal Pradesh Border Student’s Union (AAPBSU) has appealed to both ABK and AdiSU to drop its demand for recognition of Arunachal Mishing tribe as Adis.

Supporting the objection raised by All Arunachal Pradesh Students Union to the demands of ABK and AdiSU, the AAPBSU said it is not agree with the demand of the ABK. The Mishing tribe has already got ST status in Assam and therefore granting them ST status in Arunachal does not arise, it said.

Before raising such demand, ABK and AdiSU should think about the indigenous people of the state and growing unemployment problems, AAPBSU said.

When Arunachal-Assam boundary problem yet is to be solved, such demand will encourage influx of neighbouring people in the state, it added.

 

ABK approves new Banggo

ITANAGAR, May 1: Adi Baane Kebang (ABK) approved the creation of new Banggo, called Kundung Banggo during the Adi GBs convention held at Doying Gumin Hall Pasighat on April 26. Kundung Banggo comprises of Bolung, Zia, Parbuk, Kangkong, Meka and Kabang villages. ABK appealed to the administration to consider the new Banggo and appoint HGB and GBs for the new Banggo.

 

NBCC annual conference

ITANAGAR, May 1: The 40th annual conference of the Nyishi Baptist Church was celebrated with a three days programme at Nyorch Baptist Church from April 27 to 29. Thousands of believers from different districts of the state took part in the celebration.

Rev Dr C V Matthew, Jubilee Memorial College, Chennai delivered the religious discourse on the theme “No longer be child” before gathering.

ITANAGAR, May 1: Wancho Students Union organized the first ever seminar on Wancho script at Longding circuit house on April 28 and 29. The Wancho script was introduced by Banwang Losu.

LR&SO office inaugurated

SEPPA, May 1: East Kameng Deputy Commissioner Tope Bam yesterday inaugurated the office of the Land Revenue & Settlement Officer at his office complex here on April 30.

Addressing the departmental officers, the DC called on them to extend every support for solution to land encroachment problem. Violators of Govt order and encroachers of land will face action under appropriate sections of laws, he said. Bam also hoped that the Govt-sanctioned vehicle will help the LR&SO staff to enhance revenue collection.

Earlier, LR&SO briefed about the challenges and problems faced in land management. Land play crucial role in every developmental activities, he said and appealed to the all departmental officers and NGOs obtain formal land allotment certificate, check land encroachment and also requested them to extend support for early completion of on-going cadastral survey. 62 selected trainees from 44 villages of 11 districts of Arunachal Pradesh are attending the 20 days camp aimed at the motto of character building and nation building.

Gaurishankar Chakravorty, joint organising secretary, NE region, also spoke on the occasion. He described the importance of good character and the role of discipline and appealed to the trainees to imbibe the qualities for one’s personality and character building.

CM reminds people of dignity of labour

ITANAGAR, May 1: Chief Minister Nabam Tuki reminded the people of Arunachal Pradesh of dignity of labour on the occasion of International Labour Day celebration at Solung-Mopin ground here today saying that one should respect all types of jobs equally as no job is greater than other.

Acknowledging the contributions of workers in nation building, Tuki advised them to have respect on their own profession through which they earn their livelihood. People of the state are still hesitant to choose profession like sweeper, cleaner, cobbler, barber etc., may be due to social taboo, Tuki said and exhorted the people of the state to change their mindset and show courage to go for such profession. “You have to learn everything good you can possible to survive in today’s world,” the chief minister said while recalling his days that he too started as a casual worker. He said he never felt bad or inferior to anyone.

“The Government had made 100% reservation in group C and D posts for locals. But because of this avoidable reluctance on part of our people, the Government is facing shortage of manpower in this work-group. We are being compelled to amend the recruitment rules,” he informed.

Responding to the memoranda submitted to him by All Arunachal Pradesh Workers Union (AAPWU), All Arunachal Pradesh Motor Transport Workers Union (AAPMTWU) and All Arunachal Pradesh Anganwadi Workers and Helpers Union (AAPAWHU) Tuki assured to fulfill some of the genuine demands immediately such as demand of 3 months maternity leave for workers, parking lots for commercial vehicles, compulsory uniform for drivers, ensuring availability of nutrient supplements, like vitamins, mineral etc. in each and every Anganwadi centre. He said that other demands of the unions would be examined and discussed in the next cabinet meeting for necessary action. Some of the demands of AAPWU included, timely release of staff salary of W/C, casual/contingency workers and ad-hoc bonus of the year 2009-2011, reservation of 50 % seat in group C and D category of posts in favour of contingency/casual workers,  6 month’s maternity/child care leave to W/C, contingency workers, review of recruitment rule for group D post, appointment under compassionate ground, modification in pay structure of work-inspector as per 6th pay commission, implementation of 5 % promotion quota for work inspectors, recruitment of technical staff, regularization of ALCs, abolition of one day break under department of Urban Development, ex-gratia/lump sump payment of Rs 2 lakh to workers who have crossed the age of 60 years, setting up of Labour Co-operation Federation, construction of separate office building for Arunachal Pradesh Building and Other Constructions Workers Welfare Board.

AAPMTWU demands included, parking lots for all commercial vehicles at capital complex and all other district and sub-division HQs, fixation of monthly salary/wages of private/commercial drivers and handymen, uniform for drivers, fixing a particular colour for car/taxis meant for business purposes for easy identification, security personnel at every reputed  authorized car/vehicle dealers, workshops, show-rooms, to cover workers under CM’s insurance scheme. Remuneration of Rs 12,00 for Anganwadi workers and Rs. 900 for Helpers, granting 3 months maternity leave, housing allowance, promotion of Anganwadi workers and helpers to the post of Gram Sevika and Supervisor were some of the demands of the AAPAWHU.

Lok Sabha MP Takam Sanjoy, INTUC State unit President and Parliamentary Secretary Padi Richo, Arunachal Pradesh Builders & Other Construction Workers Welfare Board Chairman Jalley Sonam and leaders of other workers organizations besides AAPWU and INTUC representatives from various districts joined the May Day celebration.

The All Arunachal Pradesh Government Departmental Labours Union also celebrated the May Day at IG Park here today.

The union submitted a two-point memorandum to the Chief Minister.

Local MLA Techi Kaso and Labour Commissioner Ojing Darung attended the programme.

 

 

Stop illegal wildlife trade gaining entry into the state: Tuki

ITANAGAR, May 1: Speaking at the Orientation Workshop on wildlife conservation and protection in collaboration with Traffic-India for senior officers of various enforcement and regulatory departments, Chief Minister Nabam Tuki said that state needs to carefully guard against invasion of market forces connected with illegal wildlife trade gaining entry into the state.

It is necessary that the agencies adopt a multi-disciplinary approach in a coordinated manner to bring about synergy in their enforcement with the aim to prevent wildlife crime thus saving life of wild animals rather than getting carried away in any manner by seizure of wildlife products, which may not be enough, he said.

Initiatives are also on to create a Special Tiger Protection Force for enhancing the protective cover on the wild cat and other animals inhabiting in Tiger Reserves, the Chief Minister informed the house.  He regretted that several elephant corridors, sanctuaries and reserves have been disturbed by human encroachment.

“My sincere appeal to forest officials as well as the common man would be to save whatever we still have. While forest officials need to be extra-vigilant, the common man should know his responsibilities towards the future generation and preserve the flora and fauna that we still have in tact” the Chief Minister added. The need of the hour is to plant more and more trees, preserve all sources of water, check illegal hunting, preserve and protect the lusty hills and mountains, which are the life source of our wildlife.

Speaking on Forest Fire, he urged the Forest department to evolve a strategy to prevent any such occurrences, even if it is by default.

While urging them to live upto the expectation, he urged the forest officials to make use of the stringent laws that has enough provisions and sanctions for the department to act. He also appealed the people to abstain from such acts which are against the existing law and contravenes age-old relationship with Nature.

Through a sustainable management plan the CAMPA fund, which comes with various projects in the state, could be meaningfully and gainfully utilized by substituting the afforestation scheme with economically viable forest plantations, he said while suggesting that CAMPA fund be parked in the state exchequer since forest and its resources belong to the state and its people.

Principal Chief Conservator of Forest and Principal Secretary BS Sajawan in his welcome address highlighted the needs for protection of rich biodiversity of the state particularly in international border regions to check illegal trading and destruction of flora and fauna.

WWF Executive Director Sejal Worah, said that Arunachal Pradesh has nearly 60% of forest area under the direct control and ownership of the local indigenous communities.

There has been a rapid change in traditional management practices of these forest areas due to a change in socio-economic aspirations of villagers.

Underscoring the importance of community involvement in flora and fauna protection and conservation, she said direct involvement of local communities for the conservation of such biodiversity rich forest areas is imperative which can be promoted by providing suitable conservation incentives.

She informed that a total of three CCAs have been demarcated by the villagers in western Arunachal at Thembang Bapu, Pangchen Lumpo Muchat and Pangchen Lakhar.

She also threw light on biodiversity survey and documentation, promotion of sustainable livelihood and income generation option of CCA management committee.

Nature Conservation Foundation Wildlife Biologist Dr Aparajita Dutta briefed about the activities of NCF and Hornbill Nest Adoption Programme.

Amongst other, Yashi Tsering, in-charge Chief Secretary, Capital Complex Deputy Commissioner Onit Panyang also attended the programme.

 

 

High time for working with renewed zeal: Pema Khandu

JANG, May 1: “With the end of year-long mourning of former chief minister Dorjee Khandu’s tragic demise on April 30, it is now hightime for all of us to work in unison with renewed zest and zeal,” said Pema Khandu, Minister RWD & Tourism while inaugurating the newly constructed ADC office building at Jang in Tawang district today amidst huge gathering.

Speaking on the occasion, he urged the officers and staff of Jang Sub-Division to adopt a healthy work culture and emphasized on providing punctual and prompt service to the people, more particularly to those coming from far flung villages. He recalled the consistent efforts and enormous contributions made by the former Chief Minister Late Dorjee Khandu in developing Jang as an independent ADC Hq with required infrastructure.

While appreciating the newly constructed ADC office as a significant asset, he said that the infrastructure development is taken due care of by the present Government under the leadership of Chief Minister Nabam Tuki. The other required Govt. buildings in the Sub-division would also be taken up on priority basis, said Pema.

Dwelling on the tourism infrastructure, Pema articulated that all the tourism infrastructure lying idle in the state would be maintained and brought to its optimum utility at the earliest by leasing it out to interested parties.  In his keynote address ADC Duly Kamduk spoke at length about the transition of Jang from an EAC Hq to the present status of an independent ADC Hq. Deputy Commissioner Tawang Kemo Lollen applauded the standard of infrastructure available at Jang and said that it is far better than many other districts in the state. Former Advisior to CM Lobsang Phuntsok expressed his satisfaction over the speedy disposal of official works with coming up of independent ADC HQ at Jang and expected that the issues pertaining to land compensation for various developmental activities under the sub-divn would be taken care of on priority by the administration.

ZPM Jang Thingbu Jambey Tsering while speaking on the occasion appealed for development of tourism infrastructure at various viable spots under Jang Sub-Division. Tashi, a public leader of Jang in his speech requested the Deputy Commissioner Tawang and ADC Jang for early functionilization of existing Sub-Treasury Office at Jang.

Apart from a large number of villagers and local public, SP Tawang SN Musobi, HODs, PRI leaders and GBs of Jang sub-division were present on the occasion.

 

 

Dirang remembers Dorjee Khandu

DIRANG, May 1: Joining the chorus of mourners and prayers in remembering the charismatic leader Late Dorjee Khandu at his first death anniversary, the people of Dirang also organized a candle light rally and offered prayers here yesterday.

Attended among others by public leaders, shopkeepers, Govt. employees, school children and common public, the huge rally took off from the newly constructed Upper Gonpa and culminated at the Kalachakra Gonpa. Among the senior public leaders present on the occasion were Sange Tsering, Bodumba and former ZPM Sang Phunchu, Anchal Samity Members Changlu and Nima Tsering, and Gaon Buras Lobsang and Phurpa.

During the day-long pooja at the local Gonpa, more than 200 Lamas also offered prayers and chanted sacred Buddhist hymns for eternal peace of the departed soul.

 

 

Arunachal offers help to Assam

Dhubri boat mishap

Itanagar, May 1: Governor of Arunachal Pradesh, General (Retired) J.J. Singh has expressed grief and shock over the death of many valuable lives in a boat tragedy at the Brahmaputra River in Dhubri district of Assam on Monday, where over 200 people are reportedly drowned.

While praying that such incidents do not re-occur in future ever, the Governor has also offered all necessary help and cooperation for  relief and rescue works from the state of Arunachal Pradesh.

The Governor extended his heartfelt condolences to the Governor of Assam, J.B. Patnaik, Chief Minister of Assam Tarun Gogoi, and the people of Assam on this tragic incident.

Two columns of the Indian Army units have been pressed into relief and rescue operations. In addition, two columns of Army Engineers with three motor boats and life jackets are assisting in search and rescue efforts. Twelve divers of Army Special Forces have been transported by helicopters to the spot to speed up assistance while two Army Helicopters have also been pressed into service to aid in search and rescue as the area is inaccessible.

A Medical Relief Camp with three medical teams has been established to provide medical aid and Army is also providing food packets to the needy.

Rescuers hunt for survivors

PTI adds from Dhubri: Naval divers today searched the turbulent waters of Brahmaputra and army helicopters surveyed its banks for possible survivors of the Dhubri ferry disaster but met with little success amid fears that some bodies may have been washed downstream to neighbouring Bangladesh.

Hundreds of people congregated on the banks of the river for information about their family members missing in yesterday's double-decker ferry capsize that left 103 passengers dead and fate of over 100 unknown. Rescuers from the National Disaster Relief Force (NDRF), the BSF and the Army braved torrential rain to search for survivors. Two helicopters were pressed into operation.

Locals along the India-Bangladesh border claimed that some bodies were washed downstream by the swift currents. Medartary, on the south bank for which the ferry headed is only 15 km to the Indo-Bangladesh frontier.

"The death toll may rise as more than 100 are missing and the exact toll will be known after the search operation," Deputy Commissioner Kumud Chandra Kalita said.

In Guwahati, Chief Minister Tarun Gogoi said that the central government has contacted Dhaka to retrieve bodies that may have been washed downstream. The BSF has also alerted the commanders of the Border Guards Bangladesh to keep a check on their side of the river for both survivors and bodies.

Gogoi, who has already ordered an inquiry, said that bad weather at the spot was hindering rescue operations. The probe will be conducted by Assam's Additional Chief Secretary Jitesh Khosla who has been asked to submit his report within 30 days.

 

 

PRI leaders demand sharing of forest royalty

RUKSIN, May 1: The members of Panchayati Raj Institutions (PRIs) of Ruksin block in East Siang have demanded the state government for early devolution of power so enable them to levy at least 10 percent royalty on mining and forest products.

The PRI members led by Ruksin ZPM Tonggeng Panyang observed that the region is abundant in natural resources like minerals and forest wealth, which is being misused incurring heavy losses every year. The PRI leaders therefore, desire devolution of power for levying at least 10 percent royalty on such products, he said.

The PRI leaders expressed dissatisfaction at the limited fund allocated to the panchayats during the last four years. They demanded the state government to grant adequate fund to the panchayats under both plan and non-plan heads.

The PRI leaders also urged the authority for construction of ZPM cottage at Pasighat and increase their honorariums.

The PRI leaders of the district recently submitted a memorandum to Education Minister Bosiram Siram to carry forward their demands to the state government for consideration and early execution.

State government sources said that it has taken steps for devolution of power to the PRI bodies. It has already approved constitution of a 3-Member ‘Expert Committee’ to study and recommend meaningful devolution of financial power, functions and functionaries to the PRI for 29 subjects.

 

 

APAOA welcomes creation of posts

ITANAGAR, May 1: The Arunachal Pradesh Agriculture Officers’ Association (APAOA) has welcomed the creation of the post of the Director (Agri- Marketing) and few other group ‘A’ posts under the department of agriculture.

Creation of a regular Director in Agri-Marketing was a long felt need of the department and farming community of the state, it said. Due to lack of marketing strategies in the past our agricultural surplus produce were not being properly marketed which limited the commercialization of agriculture in the state.

The association hoped that it will immensely help in invigorating the Agricultural marketing system for the benefit of the farming community of the State.

The association further stated that Govt.’s initiative for development of tea and rubber plantation in the state will help discourage shifting cultivation and also prevent rural-urban migration by generating employment and income generation.

It said that while assigning the nodal Department for these cash crops all factors need to be cautiously taken into consideration so that farmers gets appropriate technical know-how to derive maximum benefit.

The agriculture department is competent enough to handle tea and rubber plantation without any additional man power and infrastructure with more than 1100 technical staffs are already deployed in the rural areas. It will be an excellent opportunity to utilize their services in cultivation, production and value addition of these remunerative crops, it said.

 

 

APPDHWA demands BPL ration card for persons with disability

ITANAGAR, May 1: All Papum Pare District Handicapped Welfare Association (APPDHWA) had demanded the state Govt to issue Below Poverty Level (BPL) ration card to all the physically handicapped people of the state.

In a 11-point memorandum addressed to the chief minister, the Association further demanded enhancement of monthly honorarium for persons with disability from the existing rate of Rs 500 to Rs 3000. However, it resented that Rs 500 honorarium which was approved by the  Dorjee Khandu-led Govt, has not been released yet.

Other demands of the Association included sanitation facilities in the district, distribution of mobility aid and devices including tri-scooty, approval of handicapped Colony at Yupia, implementation of  3 per cent job reservation policy for handicapped, contract works in various departments, issuance of medical certificate at circle level for persons with disability, among others.

 

 

West Siang DC, Secretary transferred

Aalo, May 1 : Deputy Commissioner West Siang Amjad Tak has been transferred to MCD New Delhi.

Tak served the district for more than three years making him the longest serving DC in West Siang.

Tak has done a yeoman service for the development of the district in spite of many hurdles/problems faced by him in the district. The outgoing secretary expressed deep satisfaction at the discipline and performance of the department and advised the officers and staff to maintain the ethos in days to come. He was optimistic that the day is not far away when the consumer protection activities would gain momentum in the state.

Need to formulate worker-friendly policy

The unemployment rate has increased in nearly two-thirds of European Union countries since 2010, according to a report on status of workers in the world. The report also noted that labour market recovery has also stalled in other industrialized nations, including Japan and the United States.

At the same time, joblessness, especially for younger workers, remains acute in the Middle East and North and Sub-Saharan Africa. Four years into the global crisis, labour market imbalances are becoming more structural, and therefore more difficult to eradicate, according to the report.

Altogether, the report estimates that some 50 million jobs are missing compared to the situation before the 2008 financial crisis.

Employment rates have increased in only five of 36 advanced economies - Germany, Israel, Luxembourg, Malta, and Poland since 2007.

Youth unemployment rates have increased in half of the developed economies and in one-third of developing economies.

If policy instruments are not carefully designed, the employment situation is unlikely to improve in the world.

Hydro power versus the people

Dear Editor,

The prime motivator for Indian masses during the freedom movement was to overthrow a regime which tyrannically subjugated the wishes of Indian people and severely exploited Indian resources for the sole of benefit of British people only. But very sadly, the Central government and state government are again playing the same role of colonial regime in the state of Arunachal Pradesh to exploit 50,000 MW of hydro potential by forceful subjugation of popular wishes of the local populace and in total ignorance of threat to safety, security and existence of millions of people living along major tributaries and distributaries of mighty Brahmaputra in Arunachal Pradesh, Assam and downstream. The governments should immediately stop and review all those economic policies and programmes especially the hydro power policies and projects which are not acceptable to the sections of people in the state and neighbouring states of Assam. Forceful, arrogant and stubborn way of thrusting short sighted and visionless economic policies and programmes shall only push the frustrated masses into way of extremism, terrorism, insurgency and for which the Government of India and the Government of Arunachal Pradesh will be solely responsible and especially the Indian National Congress party and its governments. The political head in the state lead by Nabam Tuki, Chief Minister should and must understand the feeling and pulse of the affected people of all proposed mega hydro power projects where there is opposition from the local populace. Today, when countries around the globe are crying and working hard for sustainable development, it just makes no sense why Arunachal Pradesh should be going for sociologically, culturally, demographically, economically and environmentally disastrous, unsustainable and suicidal activities like building of mega hydro projects in a region that is classified geologically under Zone-V in the seismic zones and which has already witnessed some of the most devastating earthquakes in the known past.

The Congress ruled central government and the state government should immediately revoke all the MOU’s/ MOA’s signed with power developers for proposed mega hydro projects where there is local opposition and they should enter into talks with the opposing parties concerned. And if the Congress government in the state remains adamant to ignore genuine grievances and popular demands of the proposed mega dams affected people then, the victimised masses should resolve among them and see to it that all the pro-mega dam Ministers or MLA’s are voted out of power in the ensuing state Assembly elections and forever. And at any such point of time in future, the State government, Congress party, Minister and MLA’s should not try to blame and brainwash the people that anti-mega dam organisations have gone political. Because after all, we humble citizens vote and empower the MLA’s who take up various political post like Chief Minister, Minister, Parliament Secretaries, etc with a hope and expectation that these leaders will work for sustainable and holistic development of the citizens while safeguarding their present and future interest; and which is also a mandated duty of our public representatives. But once elected, if our leaders turn parasitic and utterly ignore safety, security and livelihood for the present and future of the masses, then the citizens shall be compelled to overthrow them out of power for ever since it is a matter of survival after all.

To earn revenue for the state, the governments can go for micro and mini hydro projects which are more sustainable and relatively safer to a very greater degree. Besides hydro projects, the state with a very good climatic condition can generate huge revenue in various sectors like Agriculture, Horticulture, Tourism, etc in a tremendous way. Cultivation and processing of Tea, Rubber, Bamboo, Orange, Ginger, Pine Apple, Kiwi, Apple, Potato, Maize, and Rice, to name a few has scope for growth in leaps and bounds. The hilly state with an area of 83,743 Sq Km is the largest in the northeast region and potential for growth in the above said sectors and areas are huge and unlimited. If the leadership in the central and state governments are really concerned about revenue generation in the state, then they should evolve beyond their tunnel vision to look only and only Mega Hydro Projects and look for other more sustainable and healthier sectors and areas of economic activity.

The recent stopping of attempted public hearing for the proposed 2700MW Lower Siang Hydro Electric Project (LSHEP) is a hallmark of greatness of the people who aspires for sustainable development in the state and at the same time who are fighting it out to assure healthy and harmonious existence of all people within the state and down streams of all major rivers in the state where large numbers of mega hydro projects are proposed. Hats off to all those sections of Adi and Galo people who fought it out successfully to stop the said public event in their endeavour to ensure that the safety and security of lives and properties of millions of people settling along banks of major tributaries of mighty Brahmaputra and down streams. But during the course of these mass movements, what is bewildering and confusing is that, when some sections of Adi and Galo people were fighting hard to secure safety and security of present and upcoming generations of huge section of populace, the apex organisations of the two communities namely, Adi Baane Kebang(ABK) and Galo Welfare Society(GWS) were prominently absent. These two apex welfare organisations have fundamental duty and moral obligation to work towards ensuring holistic welfare of their people. But in this case, they were starkly absent, why? Of course I know the ABK & GWS are welfare organisations registered under the Societies Registration Act and they cannot indulge into any activity which is against the policies of the governments. The leaders and executive members of these two organisations have no spine in them to stand up to the governments and tell that the welfare and popular demands of their communities are against construction of these disastrous proposed mega hydros even though they are mandated because of their official positions to do so. Hence, the need of time for Adi, Galo, Bori, Bokar, Pailibo, Ramo & other communities is to further strengthen the already revived apex traditional council called as Bogum Bokang Kebang which have repository of powers over territory and people of these communities as per prevailing customary and traditional rules and practices that been practised over the centuries. Through a strengthened pan- Siang area organisation the anti-mega dam movement in the area shall become all powerful and much effective.

All the likeminded organisations within Arunachal Pradesh, Assam or outside should join hands within one umbrella and fight tooth and nail to stop these Mega Hydro Bombs from being planted by the visionless and short sighted governments which are bound to exterminate the people in future.

True development is uplift of the rural area

Dear Editor,

With reference to the news on weeklong celebration of World Veterinary Day dated 30th April, as an ex President of Arunachal Pradesh State Veterinary Council, I extend my warm greetings and best wishes to all the Veterinarians of the state for making this day a grand success. Our existence truly depends on fulfilling the aspirations of our farmers whose contribution and sacrifice in uplifting rural economy of Arunachal cannot be ignored.

We should remember that prosperity of India is primarily prosperity of the people living in villages. Let us remember our father of the nation Mahatma Gandhi who said “The blood of the villages is cement with which the edifice of the city is based. I want this blood that is today inflating the arteries of the cities to run once again in the blood vessels of the villages”. Therefore, any strategy to be implemented in the field of rural development cannot be real and complete unless it takes into consideration the total upliftment of the people living in rural areas. Is it because we are from NE?

Dear Editor,

Couple of month’s back, Arunachalee students were brutally beaten in Tamil Nadu and Bangaluru.

Dana S Sangma, niece of Mukul Sangma, the chief minister of Meghalaya committed suicide allegedly after being humiliated by the staff of Amity University and Richard Loitam from Manipur was murdered after a minor tiff with his seniors at Acharya NRV School of Architecture in Bangalore.

North-eastern girls are molested in Delhi and Irom Sharmila in Manipur is on a fast for the last 12 years for justice. No one takes note of Sharmila while India took note of Anna Hazare’s few days fast and he became the real hero for all Indians.

Why is that voices of the North-East are not heard and why can’t people of North East get justice like rest of the India? Is it because we are from North East? Are not we Indians? Are fundamental rights and human rights not applicable for the people of the North-East?

I request the authorities to bring some effective laws to fight discrimination against North-East student for the betterment of tomorrow.
